RA Policy Webinar - NSW Procurement Reforms - Industry Briefing

Roads Australia invites you to an exclusive government update on procurement reform in NSW.

The NSW Government’s Construction Leadership Group (CLG) has been working with delivery agencies to monitor the progress of the NSW Government’s 10 Point Commitment to the construction sector and, in particular, how it is being embedded across projects.

The first progress report, released earlier this month, draws on data from 35 projects.

To highlight those reforms that directly impact the transport infrastructure sector, we will be joined by:


  • Camilla Drover, Acting Head of Commercial, Performance and Strategy - Infrastructure & Place, Transport for NSW;
  • Jackie Aggett, Executive Director Commercial, Sydney Metro; and
  • Sonya Campbell, Executive Director, Head of Infrastructure and Structured Finance Unit, NSW Treasury

The format of the session will involve a series of short presentations, followed by a structured panel discussion, and a live question and answer session with the audience.

The session will be moderated by Kay Salvair Smith, RA’s Capacity Policy Stream Deputy Chair and Partner at MinterEllison Consulting.

This is a significant opportunity to find out where NSW agencies currently sit on issues like risk allocation, standardisation of contracts, bid costs, skills support and de-bundling of packages (to name a few), and how the reform process might impact on your business plans over the next 12-18 months

Kay Salvair Smith, RA’s Capacity Policy Stream Deputy Chair and Partner at MinterEllison Consulting

Kay is a Partner of MinterEllison Consulting and leads the firms infrastructure consulting group.   Kay is an experienced executive, with a background in construction, engineering and asset intensive organisations as well as Government delivery agency experience. 

Advising and leading large-scale, complex procurement of infrastructure and asset-intensive projects and programs of work,  she holds a Bachelor of Construction Management and Economics, is a Graduate of AICD. Kay is passionate about supporting Indigenous Australian tertiary engineering education and empowering women in infrastructure.


Jackie Aggett, Executive Director Commercial, Sydney Metro

Jackie is an accomplished leader Leveraging more than 20 years’ experience spanning project commercial management and strategic procurement, she has transformed organisational mind-sets and capabilities across the construction, infrastructure and oil & gas sectors.


Jackie is the Executive Director – Commercial for Sydney Metro, accountable for providing commercial leadership and strategic direction to a team of 145 commercial practitioners. She is responsible for delivering $50Bn of construction, client side and operations investment for Sydney Metro City and Southwest, Sydney Metro West and Sydney Metro Greater West and Sydney Metro North West.

Sonya Campbell, Executive Director, Head of Infrastructure and Structured Finance Unit, NSW Treasury

Sonya is the Executive Director and Head of the Infrastructure and Structured Finance Unit at NSW Treasury.  Sonya joined Treasury in September 2018 following an 18-year career in the private sector specialising in PPP and major project procurement.

Sonya joined NSW Government with a passion for improving the efficiency of infrastructure procurement and delivery.  Sonya is a member of the IPFA Australia Branch Council, the NSW Construction Leadership Group (CLG) and NSW Procurement Leadership Group. Sonya is at the forefront of work being done by the NSW CLG to implement a program of specific measures to improve collaboration and risk allocation across the construction sector.

Sonya has worked on projects across multiple sectors, jurisdictions and contract models (including roads, rail, tunnels, hospitals, schools, telco, water and energy projects) and has advised both government and the private sector on commercial and financial structuring, governance and risk management on complex infrastructure projects.


 Camilla Drover, Acting Head of Commercial, Performance & Strategy, Infrastructure & Place, Transport for NSW

Camilla leads a multi-disciplinary team that provides best practice commercial and project management for all infrastructure delivery, place making, property management, acquisition and divestment projects in NSW.

Previously she was Executive Director Motorways, responsible for managing the future development and delivery, and current operations of Sydney's Motorway network, including tolling services.

Camilla is a civil engineer with over 25 years’ experience in the development, delivery, structuring and financing of transport and other large infrastructure and property development projects.

Before she joined Government in August 2017, Camilla was Head of Development at Pacific Partnerships, a division of CIMIC, where she led the development of some the largest Public Private Partnerships in Australia and New Zealand.
