Road to reform: Why Australia needs a sustainable funding model

May 2026

Australia’s road funding model was built for a different economy and a different vehicle fleet. This paper makes the case for replacing the declining fuel excise with a nationally harmonised road user charging framework, one that is fair, transparent and linked directly to road investment. Drawing on national polling, international evidence, and existing technology already available in Australia, Road to Reform outlines why reform is needed, and what a well-designed system should look like.
