President - David Stuart-Watt
David is the Director, Australia / Client Director Transport ANZ with WSP. Prior to joining WSP David was Director of Licensing, Registration and Freight with the NSW Roads and Traffic Authority, as well as a Director of ARRB Group, Transport Certification Australia and the former Tow Truck Authority of NSW.
David has held senior executive roles for the past 14 years and has over 30 years' experience in infrastructure, regulation, traffic and transport.
He holds bachelor and master degrees in Engineering, a Master of Business Administration, FIEA and MAICD.
David also represents Roads Australia on the Board of the International Road Federation Geneva, the global industry body for the roads sector. As IRF Geneva Vice-Chairman, he has been instrumental in evolving RA’s partnership model with governments and expanding IRF’s horizons globally.
Vice President - Marko Misko
Marko is an infrastructure lawyer with Clayton Utz, where he has been a partner since 1999. He advises on infrastructure projects across all sectors, with a specialty in road and rail, defence and telecommunications.
In the road sector, Marko has been a lead adviser to the Victorian Government on its major road projects for 20 years (including CityLink, EastLink and PenLink), and also a specialist adviser to the Queensland and New South Wales Governments on a number of their major road projects.
Marko has done a lot of work in the maintenance and facilities/asset management space, especially in developing new performance-based delivery methods, and collaborative contracting structures.
Vice President - Scott Olsen
Scott is Regional GM - NSW/ACT with John Holland Group. He has significant project delivery and business management experience from leadership roles over a 20-year career with some of Australia’s leading engineering, building and rail infrastructure companies.
Formerly a Board Member of NSW Civil Contractors Federation as well as a current Board member of Roads Australia, Scott has a real passion for the construction industry.
Immediate Past President - Ray Fisher
Over a 40-year career, Ray managed a number of large and medium size companies in both Australia and overseas, serving in both Chief Executive and Director roles. Until December 2003 he was CEO of Emoleum, a joint venue between Rinker (previously CSR) and ExxonMobil.
Ray has an MBA (Deakin University) and a Bachelor of Civil Engineering (Sydney University), and is a Fellow of the Australian Institute of Company Directors and Member of the Institute of Engineers.
He also serves as the Chair of the Roads Australia Fellowship program.
Board Member - Scott Charlton
Scott is the Chief Executive Officer at Transurban, having joined the organisation in 2012 from Lend Lease, where he was Group Chief Operating Officer. Prior to this, Scott held several senior appointments across a range of infrastructure and financial institutions, including as CFO of Leighton Holdings (2007-2009) and as a Managing Director of Deutsche Bank (1995-2003).
He is Deputy Chairman of Infrastructure Partnerships Australia, and a member of the Monash Industry Council of Advisors and the Business Council of Australia.
Board Member - Dennis Cliche
Dennis is the Chief Executive Officer of the Sydney Motorway Corporation (SMC), responsible for delivering WestConnex, the largest integrated transport and urban revitalisation project in Australia. He was previously Managing Director of ConnectEast, operator of Melbourne's EastLink tollway where he oversaw the company’s sale to eight pension funds and its subsequent delisting from the ASX. Prior to ConnectEast, Dennis was CEO of TransdevTSL, a joint venture company responsible for the Australian public transport operations of Transdev/Transfield Services including Yarra Trams, Shorelink Buses and Brisbane Ferries.
He started his career with the Air Liquide Group in a variety of executive, sales and technical roles in Canada, France and Australia. His last role was Managing Director of Australia/NZ. Dennis was also the Honorary Consul of Canada and Chairman of the Transport Reform Network. He holds the Ordre National du Mérite from the French government.
Board Member - Sandra Dodds
Sandra is Chief Executive, Urban Infrastructure with Broadspectrum (formerly Transfield Services). Sandra has more than 20 years’ experience in a variety of senior leadership positions in the contract engineering industry, including regional Chief Executive, Chief Financial Officer and Executive General Manager of Operations roles. She was appointed to her current role in May 2014.
Sandra leads the Infrastructure sector team, which includes the utilities, telecommunications and transport sub-sectors. She oversees the development of strategy and value added solutions for these teams and will also focus on building and strengthening client relationships, with the ultimate aim of winning work and growing our Infrastructure business.
Board Member - Peter Duncan AM
Peter is the Chairman of ARRB Group, as well as a current Board member of Projects Victoria. Between October 2011 and August 2016, he was Chief Executive of NSW Roads and Maritime Services. He has held a range of senior positions in the NSW Government, including previous roles as the Director-General of the Department of Services, Technology and Administration, Chief Executive of Forests NSW, and Deputy Director-General of the Department of Premier and Cabinet.
Peter is an Associate of the Graduate School of Government – Sydney University; a member of the Australian Institute of Company Directors and the Institute of Public Administration, and a Justice of the Peace in NSW.
Board Member - Fernando Fajardo
Fernando is Managing Director of ACCIONA Infrastructure Australia, responsible for the Infrastructure Division (including construction, water and services) in Australia and south-east Asia. He joined the Australian team at ACCIONA Infrastructure in 2010 as Executive Director, and was Project Director for the first three years of the Legacy Way Tunnel Project in Brisbane.
Fernando has experience in managing major tunnelling projects, including high-speed and metropolitan rail networks in Spain. These include the Pajares Tunnel (a 37-kilometre, $1.3 billion tunnel which is the seventh-longest in the world and houses a 250km/h high-speed rail line), the Lerida-Barcelona High Speed Line and the Madrid Metro Line Nine.
In addition to his RA Board role, Fernando is Vice President on the Executive Committee with QMCA in Queensland.
Board Member - Clare Gardiner-Barnes
Clare is Deputy Secretary, Freight, Strategy and Planning at Transport for NSW, a role she was appointed to in August 2015. Prior to this, she was Chief Executive at the Department of Transport in the Northern Territory. She has held senior positions across a number of areas of government, including Chief Executive at the Department of Children and Families in the Northern Territory and in the policy area of the Department of Education and Training in Queensland.
Under Clare’s leadership, the Freight, Strategy and Planning Division plays a critical role in the development of strategy and policy for public transport and roads networks in NSW, working closely with industry to ensure the safe and efficient movement of freight in the State.
Board Member - Ken Kanofski
Ken was appointed Chief Executive of Roads and Maritime Services in August 2016. Prior to this, he spent three years as the Roads and Maritime Chief Operating Officer, responsible for managing and operating the NSW road network, including strategic network planning and investment prioritisation of a $9 billion-dollar a year infrastructure program.
Previously, Ken served as CEO of three statutory corporations - the NSW Land and Housing Corporation, Government Property NSW and WSN Environmental Solutions. He has experience across a range of infrastructure, utilities and services industries, including transport roads, housing, property, venue management, waste, recycling, energy, water and telecommunications.
Ken has also served as a board member and chair on statutory authorities, industry bodies and community organisations.
Board Member - Craig Laslett
Craig is CEO, Engineering and Services, with Lendlease. He has significant experience in engineering and construction, having spent more than 30 years with the CIMIC (previously Leighton) Group. During that time he led complex and diversified businesses, including four years as Managing Director of Leighton Contractors. Craig has led iconic Australian engineering projects such as Melbourne’s Southern Cross Station and Brisbane’s Inner City Bypass.
In addition to Roads Australia, Craig sits on the boards of the Australian Constructors Association and Engineers Australia (The College of Leadership and Management). He is a passionate supporter of reducing the barriers to employment of Indigenous and disadvantaged youth and a Board member of CareerTrackers – one of Lendlease’s Reconciliation Action Plan (RAP) partners.
Board Member -John Merritt
John was appointed Chief Executive of VicRoads in May 2014. Immediately prior to joining VicRoads, John was the Chief Executive
Officer of Environment Protection Authority, Victoria and was formerly the Executive Director of Health and Safety at WorkSafe Victoria.
Mr Merritt has extensive experience in private, government and not-for-profit organisations.
He holds a Bachelor of Economics and completed post graduate research work at the London School of Economics under a British Government
scholarship and is a graduate member of the Australian Institute of Company Directors and a Fellow of the Institute of Public Administration Australia.
Board Member - Neil Scales OBE
Neil is Director-General of the Department of Transport and Main Roads in Queensland. He joined the Queensland Public Sector in March 2011 as CEO of TransLink, where he was responsible for leadership of the public transport network across Queensland. Prior to joining TransLink, Neil was the Chief Executive and Director-General of Merseytravel, the transport authority for Merseyside in the north of England.
Along with almost 40 years experience in the transport industry, Neil holds undergraduate and postgraduate qualifications in engineering, an MBA and is a Fellow of three major UK engineering institutions.
Board Member - Greg Steele
Greg Steele is Managing Director of Arcadis Australia Pacific (formerly Hyder Consulting Australasia). Greg is an engineer with over 30 years' experience (FIEA) and also holds a Postgraduate Diploma in Management. He has experience in most aspects of the Roads sector having also worked for both State (QTMR) and local (CHCC) government. He is a director of the Australian Construction Industry Forum(ACIF) and Chair for Consult Australia's Champions of Change for gender diversity.
